Design work was started with the main decision to ensure all the units in the requirements program are mutually accessible in a way i.e. protected in every season. While the single-floor placement of the units rendered the distances between access-priority units disadvantageous for the disabled individual, multi-floor settlement was hindering the formation of depressed quad garden and contact with the land which are required for climatic planning and rehabilitation function. The land area was not enough to form a complex with a yard facing inwards as a single floor building of the area size specified in the program. When the main decision for the project body settlement was taken, it was tried to balance these requirements and finalized with a partially two-floor average with no elevation in the design.
